The District of Columbia Bar (the"Bar"), a mandatory bar, was created by the District of Columbia Court of Appeals (the "Court") and is subject to the Court's Rules Governing the Bar (the"Rules"). The Bar's Board of Governors manages and directs the affairs of the Bar. The Board of Governors is permitted to establish bylaws not inconsistent with the Rules.
